Description
The Romanian Investment and Foreign Trade Agency and the Ministry of Education and Research grant a total of 40 scholarships each year to foreign citizens through a competition based on the evaluation of applications and organised in accordance with Romanian regulations, for bachelor's, master's, postgraduate studies/residence (specializations in emergency medicine or cardiology only) and doctoral degrees in public higher education institutions.
Qualification criteria: all foreign citizens, with the exception of the EU and EFTA Member States. Priority is given to citizens of non-EU and EFTA States that have not concluded a cultural and educational cooperation agreement with Romania.
Persons not eligible for this grant:
- Romanian citizens or persons belonging to historical Romanian communities close to Romania (they benefit from other programmes);
- Citizens who have requested or benefit from some form of protection in Romania.
- Stateless persons authorized to stay in Romanian territory and recognized by Romanian law;
- The members/families of the diplomatic and consular bodies accredited in Romania, the members/families of the administrative and technical staff of diplomatic missions and consular offices accredited in Romania and the members/families of the international organisations represented in Romania;
- Citizens who have received a Romanian State scholarship for the same cycle of studies;
- Citizens who have a long-term residence permit in Romania.
Level of education covered by this scholarship: :
(a) Licence.
(b) Master's degree.
(c) Postgradation/residence (specializations in emergency medicine or cardiology only).
(d) Doctorate. For doctoral scholarships, the scientific coordinator's agreement in principle is required. The admission of candidates opting for doctoral studies is subject to the successful completion of the entrance examination.
Priority areas: Applications from applicants interested in economics and business management, agricultural sciences, technical sciences, oil and gas will be considered as a matter of priority. Applications in other areas will be taken into account within the limits of available places.
The language of study: The Romanian Investment and Foreign Trade Agency has decided that the language of all courses taken by the students selected to receive the scholarship will be the Romanian language. In this way, Romanian language and culture will be promoted to foreign citizens.
Selected candidates who do not know the Romanian language are entitled to a preparatory year before the required academic level.
Students who declare that they are familiar with the Romanian language must take the Romanian language test, in accordance with Romanian law, or they must submit one of the following documents:
a. Romanian study papers attesting to at least four years of study in a Romanian teaching unit, a member of the Romanian national education system.
b. Romanian language certificate, issued in accordance with Romanian law, certifying a minimum level of B1.
Recipients of scholarships benefit from the following facilities, in accordance with the provisions of the H.G. 1653/2024:
(a) exemption from payment of registration fees or any other costs required by the processing of the application, the examination of language skills in Romanian, participation in the examination for admission to doctoral studies and specific aptitude tests;
(b) Financing of tuition fees for the Romanian-language preparatory year;
(c) Funding of tuition fees for actual studies, but not beyond the duration of a university degree, corresponding to the study programme followed;
(d) The granting of a monthly scholarship for students enrolled in the Romanian-language preparatory year;
(e) The award of a monthly scholarship for students enrolled in a bachelor's, master's degree or doctorate, but no more than the duration of a university cycle;
(f) the financing of accommodation costs in university residences, within the framework of the grant allocated from the budget of the Ministry of Education and Research;
(g) medical assistance in the event of medical and surgical emergencies and diseases with endemic potential, in accordance with the legislation in force;
(h) local, land, naval and underground public transport, as well as inland motor, rail and naval transport, under the same conditions as Romanian students, in accordance with the legal provisions.
These facilities are granted throughout the period of study, as follows:
- for students enrolled in the Romanian-language preparatory year, during its courses;
- for students enrolled in bachelor's and master's degrees, during the academic year and during the legal holidays, but not during the summer holidays. If students are to remain at the faculty during the summer holidays for activities related to the study programme or if there are specific legal provisions, the rights are maintained during the summer holidays;
- for doctoral students or postgraduate medical education enrolled in full-time apprenticeships throughout the calendar year;
- An additional 30 days after completing university studies of at least one year.
International travel and inland travel costs from the point of arrival in Romania to the university site are not covered by this scholarship. All accepted students must be prepared to bear the expenses not covered by the scholarship.
